Arun Kumar Dutta was born on March 3, 1944, at the Lalmonirhat Sadar Hospital in the Rangpur district of what was then East Pakistan.
His father's name was Harendra Chandra Dutta and his mother’s name was Parul. Arun Kumar Dutta’s father served in the East Pakistan Police. In 1947, he migrated to India and joined the Kolkata Police. They began living in a rented house in Chetla. At that time, there was a wooden bridge over the Adi Ganga. At just two years old, Arun came to this country holding his father’s hand.

His early education began at Rangmaster School and Kailash Vidyamandir — that’s where his journey started. Later, he studied at Bankura Bishnupur High School, and then graduated in Civil Engineering from the Shilp Mandir of Belur Ramakrishna Mission. He started his career as a Junior Engineer in the Government of West Bengal and retired as a Senior Project Engineer.

Sri Dutta’s life journey started in Chetla, then passed through Bankura, Bishnupur, and Digha, and finally came to rest in Thakurpukur. (অরুণ কুমার দত্ত জন্মগ্রহণ করেন ১৯৪৪ সালের ৩রা মার্চ, তৎকালীন পূর্ব পাকিস্তানের রংপুর জেলার লালমনিরহাট সদর হাসপাতালে। তাঁর পিতার নাম হরেন্দ্র চন্দ্র দত্ত এবং মাতার নাম পারুল। অরুণ কুমার দত্তের পিতা পূর্ব পাকিস্তান পুলিশে কর্মরত ছিলেন। ১৯৪৭ সালে তিনি ভারতে চলে আসেন এবং কলকাতা পুলিশে যোগদান করেন। তিনি চেতলায় একটি ভাড়া বাড়িতে বসবাস শুরু করেন। তখন আদিগঙ্গার উপর কাঠের সেতু ছিল। মাত্র দুই বছর বয়সে অরুণ বাবার হাত ধরে এই দেশে আসেন।

প্রাথমিক শিক্ষা শুরু হয় রংমাস্টার স্কুল ও কৈলাস বিদ্যামন্দিরে। সেখান থেকেই যাত্রা শুরু। এরপর পড়াশোনা করেন বাঁকুড়া বিষ্ণুপুর হাই স্কুলে, তারপর বেলুড় রামকৃষ্ণ মিশনের শিল্পমন্দির থেকে সিভিল ইঞ্জিনিয়ারিং পাস করেন এবং পশ্চিমবঙ্গ সরকারের জুনিয়র ইঞ্জিনিয়ার হিসেবে চাকরি শুরু করে সিনিয়র প্রজেক্ট ইঞ্জিনিয়ার হিসেবে অবসর গ্রহণ করেন।
