UGC regulations concentrate on preventing Indian researchers from being perpetrators of plagiarism, but do they miss out on Indian researchers being victims of plagiarism? This is automatically prevented only if the victims and the perpetrators are both from Indian institutes. But what if the perpetrators are from institutes from outside India? This does happen, as is established with examples.
We highlight the lack of support to our researchers when they are wronged (by someone from abroad taking their work or idea and passing it off as their own), and denied due credit.
