The Article 21, enshrined in the Constitution of India guarantees right to life and living to its citizens as a fundamental right. The Supreme Court of India, while describing it still more meaningfully, has emphasized, that, it is not restricted or limited only to life and living, but, it means right to life and living with dignity. More than one lakh fifty thousand farmers have committed suicides within few years following the economic reconstruction and the same are still going on and on unabated. Despite these things, who is ultimately answerable to and responsible for the security and protection of their life? Looking to the socio-economic conditions and few more reasons on account of which such suicides are being committed, the issue ceases to be personal or domestic issue of the farmers. On the contrary, it legally and constitutionally pushes the ball of such responsibility in the court of the institution of the State. The Central or State Government, which otherwise quickly jumps in to appoint inquiry commissions to look into and investigate the incidents of paltry and insignificant nature, appears to be indifferent and hesitant to appoint any such commission in this regard. Does it mean any conspiracy to deprive the Indian farmers of their constitutional fundamental right to life and living and also their human rights?
